Montgomery County has communicated that County homeowners must have an Access Code the application to apply (which can be found on recently-sent letters from the State).  If a homeowner did not get a letter with that Access Code (or no longer has the letter), homeowners should send an email sdat.homestead@maryland.gov requesting their Access Code.  Additionally, Montgomery County has published a video explaining the process: Montgomery County Video.
